Monitoring and Evaluation Specialist

IDS International is seeking candidates to serve as a Monitoring and Evaluation Specialist to be based in Kabul, Afghanistan.  Qualified candidates will have 10 years of international experience, including experience monitoring and evaluating USAID initiatives, projects, and programs.  Experience providing technical and programmatic guidance, in the design and implementation of quality controls and accountability mechanisms, and in monitoring and evaluation in a counterinsurgency environment are required.

Well-qualified candidates will also possess demonstrated knowledge in:

• performing perception based M&E
• program/activity and strategy designs
• design and implementation of performance monitoring tools and mechanisms (performance output and impact indicators)
• information/data gathering
• design and implementation of impact assessments, evaluations, surveys, and analysis.
