Creating mature and professional legal and law enforcement institutions will assist in the transition to a stable environment. This task extends beyond creating competent security services, phasing out armed groups which operate outside the formal political system, and coping with ongoing security threats. A successful long-term transition for a post-conflict country requires legal institutions and law enforcement agencies to be professionally capable and effective at providing security, but also to operate under a rule of law.

The challenges of unstable or conflict zones include:

  1. Developing and implementing procedural frameworks that are fair and inclusive;
  2. Integrating and synchronizing judicial and policing bodies;
  3. Developing professional standards of conduct and implementing good governance and anti-corruption measures;
  4. Training security organizations to act consistently with both local and international human rights standards.
